Note: the main service pricing model (and others) may calculate fees that we don't actually charge yet. They may go into Fines & Fees as provisional or aspirational, before we are sure we want to actually start charging them. But they should only appear in the service catalog customer views, consolidated rate sheet, and PCR-360 (atomically, changing all at once) when it becomes our policy to charge them.
